
Lukwago Questions Legitimacy of Ham’s Nakivubo Land Takeover
Kampala Lord Mayor, Erias Lukwago, has openly challenged businessman Hamis Kiggundu’s move to seal off sections of the Nakivubo Channel area, questioning whether the developer legally owns the land.
Speaking on the matter, Lukwago criticized what he termed as “selective application of the law”, noting that previous attempts by other individuals to develop the same land were blocked, even when they had legitimate proposals.
“Ham can’t just grab our land like that. Does he even have a land title? We have previously stopped several individuals who came claiming they wanted to develop the Nakivubo Channel area, including the Deputy Speaker, Thomas Tayebwa, because the land does not belong to them. So why are the laws being applied selectively to some people?” Lukwago asked.
The Lord Mayor’s remarks come amid growing public debate over the controversial redevelopment of the Nakivubo area, a project that has long sparked disputes over ownership, environmental safety, and the rights of city dwellers.
While Kiggundu insists his multi-billion shilling project will modernize downtown Kampala, critics argue that due process and transparency must be followed, warning that unlawful appropriation of public land undermines urban planning and citizen trust.
The matter is expected to attract further scrutiny as city authorities and stakeholders weigh in on the legal and environmental implications of the redevelopment.
