
BAKU / KAMPALA – October 15, 2025 – In a significant move to strengthen diplomatic ties, the Republic of Uganda and the Republic of Azerbaijan have signed a Memorandum of Understanding (MoU) granting visa-free travel for holders of diplomatic and service/official passports.

The signing ceremony took place on Wednesday on the sidelines of the 19th Ministerial Review Meeting of the Non-Aligned Movement (NAM). The agreement is designed to facilitate the easier movement of officials between the two nations as bilateral engagements continue to increase.
Hon. David Muhoozi, Uganda’s Minister of State for Internal Affairs, signed the MoU on behalf of the Republic of Uganda. The Republic of Azerbaijan was represented by its Deputy Minister of Foreign Affairs, Hon. Samir Sharifov.
The ceremony was witnessed by Uganda’s Minister of State for Foreign Affairs, Okello Oryem.
This visa waiver pact is the latest in a series of steps aimed at deepening cooperation between the two countries. It follows a previous MoU on Political Consultations, which laid the groundwork for enhanced dialogue. These agreements are the result of ongoing efforts between the Uganda Embassy in Tehran, which is also accredited to Azerbaijan, and the authorities in Baku.
The agreement is expected to streamline official travel, foster more frequent high-level exchanges, and further solidify the growing bilateral relationship between Uganda and Azerbaijan.
