Uganda Mobilizes Local Government Communication Officers to Enhance Public Engagement and Service Delivery

KAMPALA – In a significant push to bolster public communication strategies, the Ugandan government convened a one-day meeting of local government communication officers at the Imperial Royale Hotel in Kampala on Friday. The high-level session was led by Mr. Ben Kumumanya, Permanent Secretary of the Ministry of Local Government (MoLG), and Dr. Aminah Zawedde, Permanent Secretary of the Ministry of Information and Communications Technology (MoICT).
The central objective of the engagement was to enhance communication frameworks and leverage Information and Communication Technology (ICT) to improve service delivery and support the national socio-economic transformation agenda.
Mr. Kumumanya urged the officers to take a central role in highlighting government achievements, particularly in critical sectors like education, health, and infrastructure, citing progress in districts such as Kalaki and Terego. He emphasized that “communication should take a central role in issues of service delivery,” and reminded the officers of their key responsibility in amplifying government works and responding to public queries with accurate information.
Echoing this sentiment, Dr. Zawedde highlighted the strategic importance of leveraging digital platforms—including WhatsApp, TikTok, and X (formerly Twitter)—to effectively engage with Uganda’s predominantly youthful population and to combat the spread of misinformation.
The meeting served as a platform for officers from various districts, including Masaka, Lyantonde, Kazo, Apac, Rubanda, Kabale, Kyotera, and Arua City, to deliberate on building a cohesive communication strategy. Discussions focused on promoting the social-economic transformation agenda and exploring ways to bolster Uganda’s tourism brand through effective public communication.
This coordinated effort underscores the government’s commitment to ensuring that its development narrative is consistently and effectively communicated to citizens at all levels.
