
Liberia Opens Doors to Rwandan Citizens with Visa-Free Entry

MONROVIA – In a move set to deepen bilateral ties, the Republic of Liberia has officially announced a visa waiver for citizens of the Republic of Rwanda, allowing them to travel to Liberia without a pre-arranged visa.
The landmark agreement was formalized on September 10, 2025, through the signing of a Reciprocal Visa Waiver agreement by the Liberian Ministry of Foreign Affairs. The signing ceremony, which also established a Joint Permanent Commission of Cooperation between the two nations, was held at the Ministry of Foreign Affairs in Monrovia.
In an official memo dated November 11, 2025, Commissioner-General of the Liberia Immigration Service (LIS), Mr. Elijah F. Rufus, directed all LIS officers to comply with the new policy.
“You are therefore required to issue ALL CITIZENS OF THE REPUBLIC OF RWANDA entry stamps to facilitate their travel at all Air, Land and Sea Borders of the Republic of Liberia,” the memo stated.
This directive effectively eliminates the previous visa requirements for Rwandan passport holders, streamlining their entry into Liberia for tourism, business, or other purposes. The move is seen as a significant step in fostering people-to-people exchanges and strengthening diplomatic and economic cooperation between Liberia and the East African nation.
The Commissioner-General concluded his directive by thanking officers for their “service to the State” and encouraging them to “continue to serve with distinction, honesty and integrity.”
The visa-free regime is expected to boost travel and enhance relations between the two countries, marking a new chapter in Liberia-Rwanda ties.
