Two Women Remanded Over Land Fraud in Kampala and Wakiso

The State House Investors Protection Unit (SHIPU) has secured the arraignment of two women accused of orchestrating a complex land fraud scheme involving forged titles and a fraudulent loan application.
Kamakune Lucky and Nabatanzi Hadijja appeared before the Kira Magistrates Court on charges including criminal trespass, impersonation, forgery, and uttering false documents. The two were remanded to Luzira Prison until March 31, 2026, when their case is set to resume.
According to SHIPU, the accused, alongside other suspects still at large, conspired to fraudulently claim ownership of a piece of land located at Kyadondo, Kiwologoma, in Kira Division, Wakiso District. The land belongs to Ms. Karungi Suzan.
Court documents indicate that the suspects allegedly forged a land title, which they presented to PLC Financial Services in Ntinda, Kampala, as collateral in an attempt to secure a loan of thirty million shillings.
The operation was carried out by SHIPU in collaboration with the Uganda Police Force’s Criminal Investigations Directorate (CID1) and the Office of the Director of Public Prosecutions (ODPP).
Speaking on the development, SHIPU, under the guidance of Col. Edith Nakalema, reiterated its commitment to fighting fraud that threatens investment and the nation’s socio-economic transformation. The unit continues to work with stakeholders to protect investors and uphold the integrity of land transactions in the country.
