
Uganda Backs Regional Refinery Idea, Reaffirms Stance Against Raw Material Exports – Museveni

President Yoweri Museveni has thrown Uganda’s weight behind a proposed larger East African regional refinery, following talks with Nigerian business magnate Aliko Dangote.

According to a readout from the meeting, held today at Nakasero, Museveni reiterated Uganda’s long-held position against exporting raw materials without value addition. He noted that this principle was why Uganda deliberately delayed the start of its commercial oil production until securing plans for a domestic refinery.

“Without refining our oil, it would not make economic or strategic sense to simply export crude oil while others benefit from the finished products,” Museveni said.
The President welcomed the concept of a larger regional refinery, framing it as essential for African integration and shared prosperity. “We cannot continue operating as fragmented and weak markets,” he stated. “If East Africa works together, such projects become more viable and beneficial to our people.”
Museveni clarified that Uganda remains committed to developing its own refinery in Hoima, while simultaneously supporting the regional initiative.
The remarks suggest Kampala sees both projects as complementary, not competitive, in advancing local value addition and economic integration.
