
Uganda’s Museveni Swaps Aceng and Lumumba to Meet Parliamentary Whip Rules
KAMPALA – President Yoweri Museveni has redeployed two senior female ministers in a cabinet reshuffle that resolves a key legal requirement for the Government Chief Whip position.
Dr. Jane Ruth Aceng Ocero moves from the Ministry of ICT and National Guidance to become Government Chief Whip for the 2026–2031 term. She replaces Justine Kasule Lumumba, who has been redeployed to take over the ICT ministry.
The changes, announced by both officials on Thursday, address concerns that the Chief Whip must be a sitting Member of Parliament from the ruling National Resistance Movement (NRM) party. Dr. Aceng represents Lira City, fulfilling that requirement, whereas Lumumba does not hold an elective parliamentary seat.
In a statement posted on X, Dr. Aceng said she was humbled by President Museveni’s trust and pledged “no sleep, disciplined service and unity in the House.” Lumumba expressed gratitude for her new role, committing to Uganda’s “digital transformation agenda.”
President Museveni outlined the broader cabinet changes in a separate post, citing his constitutional powers under Articles 108, 108A, 111, 113, and 114 of Uganda’s 1995 Constitution.
