
NRM Summons Parliamentary Caucus to State House Ahead of Speaker Election
KAMPALA, Uganda – The National Resistance Movement (NRM) has officially convened its Parliamentary Caucus for a critical meeting on Sunday, May 24, 2026, at State House, Entebbe, setting the stage for a high-stakes vote on the leadership of the 12th Parliament.
The meeting, scheduled to begin at 2:00 p.m. prompt, comes just one day before the scheduled election of the Speaker and Deputy Speaker on May 25. According to a notice issued by the party’s Secretary General, Rt. Hon. Richard Todwong Awany, attendance is mandatory for all NRM members of Parliament.
Mandatory COVID-19 Testing
In a sign of strict health protocols, the notice requires all members to undergo mandatory COVID-19 testing ahead of the caucus. The tests will be administered at the Parliamentary Conference Hall, Parliamentary Buildings, over two days: Friday, May 22, and Saturday, May 23, from 9:00 a.m. to 5:00 p.m. each day.
Independents Invited
In a notable move, the party has also extended invitations to independent Members of Parliament who have expressed interest in cooperating with the NRM. The invitation signals a push to broaden the ruling party’s support base as it seeks to consolidate its overwhelming majority in the House.
High-Stakes Leadership Vote
The caucus meeting follows preparatory sessions and an urgent Central Executive Committee (CEC) meeting scheduled for Friday, where party leaders—under the chairmanship of President Yoweri Museveni—are expected to endorse candidates for the speakership.
The leadership race was thrown wide open after incumbent Speaker Anita Among withdrew her candidacy amid ongoing corruption probes. Frontrunners for the position now include Jacob Oboth-Oboth, among others.
With the NRM holding over 300 seats in the 12th Parliament, the party’s unified position is widely expected to determine the outcome of Monday’s election. MPs were sworn in between May 13 and May 15, clearing the way for the new term’s leadership contests.
“Solidarity and Transformation”
In his communication to members, Secretary General Todwong formally congratulated all NRM MPs on their swearing-in and pledged the party secretariat’s close cooperation.
“The National Resistance Movement Secretariat looks forward to closely working with each of you to protect the gains as the country makes a qualitative leap towards a higher middle-income status society,” the notice read.
The letter was copied to the President (as National Chairman of the NRM), the Vice President of Uganda, the Prime Minister, and the Office of the Government Chief Whip.
