Uganda Welcomes Starlink as New Satellite Internet Provider, Paving Way for Expanded Connectivity
KAMPALA, Uganda – The Uganda Communications Commission (UCC) has officially announced the conclusion of discussions between the Government of Uganda and Starlink, marking a significant step in the country’s digital transformation journey. Following the signing of a Memorandum of Understanding and an operational license agreement, Starlink is now cleared to begin providing satellite internet services in Uganda.
In a statement released today, the UCC welcomed the development, describing it as a milestone that reflects Uganda’s commitment to fostering innovation, attracting investment, and expanding inclusive connectivity across the nation.
“The introduction of Starlink into Uganda’s communications ecosystem presents new opportunities for consumers and businesses alike,” the commission said. As an additional player in the market, Starlink’s entry is expected to expand consumer choice, stimulate healthy competition, and support improvements in service delivery. Increased competition, the UCC noted, could positively influence pricing dynamics over time while encouraging continued innovation among existing market participants.
One of the most significant aspects of Starlink’s entry is its satellite-based technology, which differs from traditional terrestrial infrastructure. Satellite internet can provide broad, near-instant coverage across large geographical areas, including hard-to-reach and underserved communities. This capability is expected to complement existing connectivity solutions and gradually address persistent network coverage challenges in several parts of the country.
The UCC acknowledged the strong public interest and anticipation surrounding Starlink’s planned entry. As with all operators seeking to provide communications services in Uganda, the regulatory review process required a careful and comprehensive assessment to ensure full compliance with the country’s legal and regulatory framework. Key considerations during the engagements included consumer protection, lawful interception obligations, data protection and privacy requirements, network integrity, revenue assurance, licensing compliance, and operational accountability.
“Ensuring that all operators meet these obligations remains central to safeguarding consumer interests and maintaining a secure, fair, and sustainable communications sector,” the commission stated.
The UCC also expressed appreciation for the constructive engagement throughout the process and welcomed Starlink’s commitment to operate in accordance with Uganda’s laws and regulatory standards.
Looking ahead, the commission reaffirmed its dedication to fostering a competitive, innovative, and inclusive communications sector that supports national development, digital inclusion, and meaningful access to services for all Ugandans.
