
Uganda Releases Record UGX 17.44 Trillion for Q4 as Total Spending Hits UGX 77 Trillion

The Ministry of Finance has authorised a record quarterly release as the government prioritises agro-industrialisation, security, infrastructure and domestic arrears clearance.
The Ugandan Ministry of Finance has released UGX 17.444 trillion for the fourth quarter of the 2025/26 financial year, bringing cumulative spending for the year to UGX 77.001 trillion – representing 106.4 percent of the approved budget and 95.1 percent of the revised budget.

The announcement, made by Ministry officials including Permanent Secretary and Secretary to the Treasury Ramathan Ggoobi, underscores the government’s commitment to the Agro-industrialisation, Tourism, Minerals, Science, Technology and Innovation (ATMS) framework while maintaining macroeconomic stability.
Sectoral Allocations
Under the wealth creation pillar, the government has released the remaining balances for the Parish Development Model amounting to UGX 542.3 billion. An additional UGX 74.7 billion has been allocated to other wealth creation funds, including UGX 7 billion for the Agricultural Credit Facility, UGX 4 billion for interest payments to large-scale farms, UGX 13 billion for capitalisation of the Uganda Development Bank (UDB), and UGX 50.7 billion for capitalisation of the Uganda Development Corporation (UDC).

The security sector received substantial funding, with the Ministry of Defence and Veteran Affairs allocated UGX 414.5 billion, followed by State House with UGX 116.9 billion, Uganda Prisons Service UGX 81.5 billion, the Office of the President UGX 45.8 billion, the Internal Security Organisation (ISO) UGX 37.2 billion, Uganda Police Force UGX 19.9 billion, and the External Security Organisation (ESO) UGX 18.8 billion.
Infrastructure Investment
The Ministry of Works and Transport leads infrastructure spending with UGX 1.762 trillion, comprising UGX 585.2 billion from the Government of Uganda and UGX 1.176 trillion in external financing. Funds will support Uganda Airlines, Uganda Railways, Kalangala Infrastructure Services and the Standard Gauge Railway project.

The Ministry of Energy and Mineral Development received UGX 331.03 billion (UGX 71.8 billion government and UGX 259.24 billion external) for rural electrification, transmission line development and power generation projects. Kampala Capital City Authority was allocated UGX 60.51 billion (UGX 27.8 billion government and UGX 32.71 billion external) for social services including education and health.
Statutory Obligations
Debt and treasury operations account for the largest single allocation at UGX 6.38 trillion. Wages and salaries across government total UGX 2.04 trillion, while pension and gratuity payments stand at UGX 343.39 billion. Parliament received UGX 204.04 billion, the Judiciary UGX 73.01 billion, and the Office of the Auditor General UGX 12.66 billion.
Domestic Arrears Clearance
In line with the government’s strategy to clear verified arrears, UGX 454.2 billion has been provided for the fourth quarter, bringing total domestic arrears releases for FY2025/26 to UGX 973.1 billion.
Economic Outlook
The Ministry emphasised that Uganda’s economy has proven stable and resilient despite geopolitical tensions, with quarterly growth of 8.5 percent, steady inflation at 3.3 percent, and strong foreign reserves. The government projects full-year economic expansion of between 6.6 and 7 percent.
Accounting officers have been directed to prioritise payment of service providers, ensure settled arrears are fully disbursed, and prevent accumulation of new arrears. Citizens and stakeholders are encouraged to track budget execution through public information platforms as the government maintains its commitment to transparency and open communication.
